Many objects which are near to the outer rim of the universe are
supposed to be "supermassive black-holes." But in our
neighborhood, there are only a few. As it is true, that the
farther you look to the "ends" of universe, the farther you go
back in time. Does a theory exist which says that the galaxies
were born out of these black-holes. Or is there a different
explanation for this?

The current theory is that supermassive black holes are formed
in the center of a galaxy once the galaxy is formed.
